EK: Yugoslavia (what was left of it - Serbia and Montenegro) was under economic and other sanctions. This is probably why two tournaments were played: one in Kladovo with only Yugoslav players and one in Zouberi for the rest. The two winners automatically qualified for Interzonal, while the two 2nd placed played off for 1 ticket. Playoff was in Athens, Greece (Kalesis beat Kosic 3.5-2.5). [Ref. BI072028]
